Study Visit on e-governance in India: A glimpse into the Indian experience

Study Visit for Mongolian delegation on e-governance in India , November 18-26 2011

Between 18th and 26th November 2011, IT for Change in partnership with LoGin South Asia organised a study visit on e-governance for a 17 member delegation from Mongolia, led by the Deputy Chief of the Cabinet Secretariat Mr. Nyamjav Darjaa, Government of Mongolia. All the participants of the study visit are closely involved in the implementation of the One Stop Stop programme (OSS) funded by the Swiss Agency for Development and Cooperation – which attempts to bring about single window convergent service delivery in Mongolia. The study visit was organized with the primary aim of enabling the participants to understand the emerging e-governance initiatives in India so that they could take away learnings that could aid in refining the implementation of OSS in Mongolia : especially from the multiple experiments that attempt to use the potential of ICTs for convergent public service delivery.

The primary objectives of the study visit were :

  1. To expose participants to the transformations in policy and administrative frameworks, which are required for effective e-governance
  2. To identify learnings for institutional design of ICT enabled convergent service delivery, from Indian experiments in this area.
  3. To expose participants to the multiple Monitoring & Evaluation frameworks which are available, for mapping effectiveness of public service delivery – especially the frameworks which emphasize the role of community monitoring.

The design of the study visit was firmly rooted in the experiential learning framework. Hence, care was taken to ensure that the study visit involved a combination of expert lectures, interviews with e-governance officials and field experts as well as guided field visits to some e-governance initiatives in India. The participants met officials of the Department of Information Technology, Government of India; Mission Convergence, Government of the NCT of Delhi; Akshaya project,Government of Kerala and the Centre for e-governance, Karnataka.
