The Department of Public Instruction, Government of Karnataka and Ministry of Human Resource Development, Government of India, have initiated a public software based ICT education programme imed at all the high schools of the state. This entire programme, including the classroom training, has been outsourced. However, preliminary implementation suggests that vendors are finding it challenging to impart an ICT based education in the selected schools.

IT for Change made a presentation at the Access Plenary Panel during the second Internet Governance Forum (Rio de Janeiro, Brasil, 12-15 November 2007). The presentation posits that ICTD models for poor people cannot be driven by financial considerations, and neither can they be demand-driven. Progressive ICTD models must be embedded in social institutions and sectoral agencies - like health, education, governance. 

This collection of papers comes out of a project undertaken as part of the regional activities of the World Summit on the Information Society's (WSIS) Gender Caucus. To strengthen gender advocacy during the WSIS processes, it was felt necessary to analyse in detail whether and how ICTs do, and can potentially, bring about structural transformation in gender relations, and therefore the conditions framing such access needed to be explored. This volume seeks to address this policy advocacy imperative in the Asian context. 

IT for Change (ITfC), along with the Department of State Research Education and Training (DSERT), and Policy Planning Unit (PPU) and Development Focus (DF) (a local NGO) have designed and implemented a pilot “Teachers Community of Learning” (TCOL) programme in Bangalore district South 3 block during 2010-11.

Anita Gurumurthy presented a paper titled, 'The local-global connection in the information society: Some tentative formulations around gender, development and social change' at a London School of Economics seminar in May 2007 which focused on 'Gender and work in the global context: Theory and practice'. The paper explores the current information society context with regard to the potential of the networked local-global for greater citizenship ownership.
