Comments on IDRC's draft paper on “Open ICT4D”

This paper is a contribution to the International Development Research Centre (IDRC) interactive discussion on the guiding concepts on the notion of the openness in the ICT4D field.

It evaluates the complications that can arise from failing to understand the 'openness' of new ICTS, which is such an essential characteristic because it gives it its social transformative force. The paper further argues that the basic imperatives and values of the desired change and activity need to be firmly entrenched in the 'traditional' space of development and equity.
