IT: An opportunity for developing countries?

, and IT-enabled outsourcing seemed to finally hark in the promise of a level playing field of a globalised world, the experience of many developing countries can at best be described as mixed. The resence of technology investments in developing countries is a pre-requisite for human development and a necessity for participating in the information society. Financing discourse has shifted from linking investments in ICTs to revenue generation towards ICT strategies in core development sectors. Developing countries need to take charge of the opportunities offered by the information society which allow to leapfrog over several stages of development, without cloaking inequities within their own countries.
