Joint Statement on the ILO’s Brown Report on the Platform Economy

IT for Change, along with a coalition of civil society organizations—including Privacy International and Human Rights Watch—has released a Joint Civil Society Statement in response to the International Labour Organization’s Brown Report on decent work in the platform economy.

The statement outlines key shortcomings in the current draft Convention and Recommendation, particularly surrounding the coverage of the instruments, lack of accountability in algorithmic management, and weak protections for collective bargaining in digital contexts. These gaps must be addressed to ensure that the ILO’s emerging standards meaningfully advance labour justice in the cross-border platform economy.

As the ILO moves toward finalizing the instruments at the International Labour Conference in 2026, this moment presents a crucial opportunity to strengthen global labour protection norms.
